During the Napoleonic Wars, the defences of Fort Amherst were transformed into a citadel, designed to hold out even if the other defences around the Royal Dockyard were breached. As part of this two batteries were constructed - the Upper and Lower Cornwallis Batteries. These were sited to dominate Chatham town and the bend in the river. The batteries would have become redundant at the same time as the rest of the Chatham Lines - by the time of the Royal Commission report in 1860.(1)
